If the US did not have a huge military expenditure it would have to have a huge social welfare expenditure far beyond current costs just to keep the peace at home.

The US military is probably the most expensive welfare program both for industry and for the "underclasses" that exists in the world. Think what the Vietnamese could have done with that kind of cash. As well the effectiveness of the US military in Vietnam, Lebannon, Somalia and Iraq reveals the welfare nature of the expenditure. Only the Air Force is a force.
