Tim, True, that is what I am saying. An HOA BOD does have the power of "a government" WRT the properties within the HOA. It is elected/appointed to enforce the CC&Rs (often as it sees fit), oversee the property, assess/increase taxes (dues) as it deems necessary, impose fines/liens/foreclosures, etc. - Holly
