Glenn,

Jeb Bush engages in picaresque and arbitrary enforcement of only the laws that give him partisan advantage, the NY Times article's distortions notwithstanding.

One of the clearly illegal acts that Bush is engaged in is in demanding that ex-felons from states that automatically restore voting rights (such as Illinois or Michigan) supplicate themselves with bizarre paper chases, before the Office of the Governor of Florida to seek voting rights in Florida. What Bush is doing is totally illegal, and exclusively for partisan advantage.
