Secretary of State Condoleezza Rice yesterday pointedly declined to rule out running for president in 2008, and gave her most detailed explanation of a "mildly pro-choice" stance on abortion.

"I never wanted to run for anything — I don't think I even ran for class anything when I was in school," she said. "I'm going to try to be a really good secretary of state; I'm going to work really hard at it.

"I have enormous respect for people who do run for office. It's really hard for me to imagine myself in that role."
She was then pressed on whether she would rule out a White House bid by reprising Gen. William T. Sherman's 1884 declaration: "If nominated, I will not run; if elected, I will not serve."

"Well, that's not fair," she protested with a chuckle. "The last thing I can — I really can't imagine it." <b/>

Secretary of State Condoleezza Rice has appointed Pakistani-American Dr Shirin Tahir-Kheli her senior adviser on the United Nations Reform. The appointment was announced by State Department spokesman Richard Boucher in a statement on Saturday.


Dr Tahir-Kheli would serve as the secretary of the state’s senior adviser and chief interlocutor on the UN Reform. In collaboration with the assistant secretary for international organisations, Dr Tahir-Kheli will report directly to Rice. She will engage the UN secretary general and secretariat on UN reform efforts. She will coordinate within the State Department and interagency community about the US government’s position on UN reform.

Dr Tahir-Kheli served as special assistant to the president and senior director for Democracy of the Human Rights and International Operations at the National Security Council from 2003 to 2005. Previously, she was a research professor and founding director of the South Asia Programme at the Foreign Policy Institute of the Paul Nitze School of Advanced International Studies at the Johns Hopkins University.

Dr Tahir-Kheli served as the head of the US delegation to the UNCHR in 2001 and Alternate US Representative to the United Nations for Special Political Affairs (1990-1993). She earned a PhD in international relations from the University of Pennsylvania. Dr Tahir-Kheli’s father, the late Dr Raziuddin Siddiqui, served as the vice chancellor of the Quaid-e-Azam University, Islamabad.
