So what "instruments" would you use to solve the problem of homelessness?

Well, my first choice sure wouldn't be to send tax money to Washington, less overhead, for redistribution by federal criteria to the states. What sense does that make?

If you read what city mayors have been saying for at least 20 years, the homeless problem is too large and entrenched to be solved on a local basis, and requires more money than cities have.

Why don't the cities have money? One reason is because their constituents are sending the money to Washington rather than to the cities. If we did less of that, the cities would have more.

As far as solving the homeless problem, this is not an issue that I have followed and claim no expertise. But I would start with the event that triggered the ballooning of the problem--deinstitutionalization. I'd revisit that. There is opportunity there to get the numbers down to the point where cities might be able to cope.

For people temporarily down on their luck there are families and charities, lots of them. People might take more responsibility for their family members and give even more to charities if Uncle Sam left them with more to give and didn't take the problem off their shoulders where they can ignore it. We can also make shelter less costly through reduced regulation.

For the mentally competent who want to live the hobo life style, we should leave them to their choice.
