Do you think the results might have been different if, for example, the questions included questions about Clinton's horrible "agreement" with NK that ended up giving NK nukes? Or his failures to capture bin Laden? Or any of 1000 other such questions? What if they had been asked whether Bush's actions had brought about democracy to the region? The question you ought to be asking is, "Why is there such disparity between PBS and CNN?". Statistics can be misleading when the people who look at them are ignorant. This likely accounts for your confusion on many subjects, not just this one.
