we had a large storage tank farm , which supplied barges up to other water terminals in new england and a pipeline from our storage area to mid state ct. ma. i can tell you , we didn't get ships in like we did prior to allocation.. in fact many times the terminal almost shut down. i assume you were handling all the legal communications on allocations. Any questions i had went through one contact in region office and he would review with upper management and get back to me. There was no room for error gov. penalties were heavy. I only got a few threats and i shook them off as emotions running high... these days i would file a complaint right away. g
