<reprehensible thugs like the CIA and Mossad who create terrorist incidents with which to demand ever-increasing budgets for even more despicable covert operations.>

When a problem exists yet money isn't seeming to fix it, the money is probably making the problem worse because of expansionary budget syndrome with vested interests happy for the problem to continue.

Another approach is probably a good idea.

If the world's military budgets were used to run civilized political institutions to resolve the issues which the militaries are 'solving', then there would be a lot of cash left over. Of course, "civilized" political institutions can have even worse expansionary budget syndrome than military as money is used to buy votes. Threat and occasional fighting might be better and cheaper.

I prefer to take my chances with expansionary budget syndrome. NZ is now up to about 60% of GDP being spent by various government bludgers. That's increasing. We are heading for USSR status but with old lesbians reviewing the parades instead of old men.
