Obviously some breeds require more maintenance than others

obviously...

and to call certain breeds a pain in the butt...only reflects the limitations of the owner, not the breed itself

to be sure some breeds are beyond the normal care and maintenance of the average dog owner and should certainly avoid breeds which are beyond their ability or inclination to properly attend...

My mother is a breeder. There are bad dogs. You can be unlucky and get one. The more popular a breed, the more likely that puppy mills will grind out production without regard to parentage. It's a big problem.
