When you consider that all the dog breeds we see now were bred by people for different characteristics, including aggressiveness and fight, and you consider the different temperaments of the various dogs, and then consider that within each breed their will be a continuum of viciousness, gentleness, aggressiveness, passivity, etc- you would probably realize, even if you had no experience with actual dogs, that there will be some VERY dangerous dogs born. Does that mean it will be impossible to control them? Well, it could, in some cases- where dogs are both vicious and disinclined to obedience training. Mostly I think dogs with problematic temperaments need to go to homes where people have no children and lots of time to spend training the dogs. The number of such homes is limited- which is why there are so many dog related injuries every year.
