Right now the system is set up to declare the pandemic a pandemic after the start is clear to almost everyone. Almost like AIDS, where the condition was so politicized and hidden from view from the beginning that there is now no chance the pandemic can be stopped. Today, in South Africa, for the first time in 25 years since it was first diagnosed, the government is prepared to accept that it actually exists -- and then only with considerable reluctance.
