And what mechanism will you use to make sure people do not produce children they cannot afford? I agree with you about the goal, but how do you think it can be implemented with any success? Secondly, how would you teach people how to eat cheaply? I am curious about the mechanism for this as well. And how many beggars are you personally willing to subsidize for breakfast? How clogged are you willing to the streets get with beggars? And could you be more specific about what you perceive the "whine" to be? Is talking about the problem whining? Is wanting the government to be involved whining? I'm not sure I understand where the whining begins.
