If a large part of the adult population doesn't get to vote I don't know if that would really mean you don't have a democracy but you would have a flawed democracy. The US was a democracy before women got the right to vote but it had a flaw that was fixed by the 19th amendment.

Huh? It was not a democracy....flawed or otherwise. Here is the definition of a democracy:

"1 a : government by the people; especially : rule of the majority b : a government in which the supreme power is vested in the people and exercised by them directly or indirectly through a system of representation usually involving periodically held free elections
