Yes. Wind power is consistently rated as producing the cheapest electricity of all major power technologies in wide use. (Don't forget: cost of wind turbines is pretty nominal when put up against the cost of nuclear plants, solar electric, construction of hydro dams, coal mining & oil finding + power plants, etc.)

As I've said: ALL power technologies are SUBSIDIZED. If you've got a link to any analysis of comparative power production costs that strip out ALL subsidies --- I've be very glad to see it and review it.
