There is no such thing as 'totally risk-free'. Risk is a matter of *degrees*... Oil wells & production platforms will leak or have other problems, no news there.

On the other-hand, since Florida receives so much money from vacationers and retirees, you can expect oil production to be vigorously opposed by Disney, Chamber of Commerce, Jebbie, hotel chains, developers, etc., etc., etc.
