Is that the only reason? Seems like the primary reason is lack of parenting.

Frankly, I would prefer that we focused on that issue more closely and stopped worrying about whether a kid got to third base or not. BTW, it is not a crime to get to third base or even to go all the way home except when it isn't consensual.

It's hard to trust a 13-year-old with "sexual consent." Maybe a 16-year-old, given that we trust him or her to drive a car.

Whether it should be a crime or not is another issue. I wish being a lousy parent were a crime, but I doubt that's going to be a practical law to enforce.
