Five years ago, terrorism was an occasional event in the world. Now, its a daily one. Terrorism was common 5 years ago as well, and also 10 years ago and 15. There are always going to be people who hate us, and you can't surround every citizen or valuable piece of property in impenetrable armor. When you have identified terrorist you have to go after them. If its small groups of terrorists in the US you can go after them with law enforcement tactics. If you have massive terrorist training camps in countries where the government shelters and supports them you need to do something a little more forceful than sending in the local sheriff or even an FBI tactical squad.
