Democracy is a word with a somewhat fuzzy meaning. One of its meanings is direct democracy. We obviously are not that. But commonly it also refers to a situation where the majority of voters elect representatives, if the eligible voters are at least a large chunk of the adult population. (If they are a very small part its some sort of oligarchy not really a democracy, if they are a large minority of adult citizens but a lot of people are excluded I would call it a flawed democracy)
