"I don't recall any balanced budgets since the Eisenhower Administration." You are correct. "I guess Pay Go isn't what I thought it was." It's not a panacea --- largely because of the smoke-and-mirrors accounting and budget tricks Congress and the White House continue unfortunately to use --- but, compared to what went before and after, it clearly helped to reduce government spending increases, none-the-less. A Balanced Budget Constitution Amendment would help even more.
