I'd have to say the actual physical costs are an even bigger factor then any 'political' costs.

The reason the US hasn't built any commercial reactors since 1973 isn't primarily because of 'environmentalists' (they have never had all that much political power... at least, not when stacked-up against significant commercial interests), no, it's because of the *bankers*. Nuclear energy was commercially uncompetitive in price (even with all the government subsidies) during an era of cheap oil, natural gas, and coal.
