Z, were you old enough to remember when the drinking age was raised from 18 to 21? It was to reduce incidents of drunk driving, but I don't have statistics on how effective the measure was.

All I know is that for a lot of college students, 21 is the age when they stop binge drinking. You could make an argument for lowering the legal drinking age back down to 18, but you'll be fighting an uphill battle for obvious reasons.
