My view is that, in general, more healthy sex is better than less, and policies should be enacted (and society's conservative values adjusted) to produce that result.

My view is that sex between consenting adults shouldn't be a matter for the government one way or the other (and yes I include prostitution in this), except perhaps people deliberately going out and infecting people with severe sexually transmitted diseases, and then its the spread of disease not the sex itself that is the issue for the government to worry about.

As for "adjusting values", if enough of our society decides to change them and continues with that desire for a long enough period of time than they will change. I would not call for a government effort to try to adjust the values of society.
