Yep: better then nothing (but not nearly as good as a Constitutional Balanced Budget Amendment).

Still, PAYGO *did* seem to help restrain spending some --- you can see it in the charts, the rate of increase slowed down. Politicians who wanted some new government program, or some expansion of an old one, had to work a lot harder by figuring out where the money was going to come from elsewhere in the budget.
