No one is suggesting spies should be able to operate with impunity. And while you're asking why all the spies are from Israel, you might consider Russia, China, South Korea, Cuba, North Korea, Saudi Arabia and a host of others. Every embassy has intelligence officers. If you want to guarantee harsh treatment for US spies who are exposed, ( and maybe you could throw in any American deemed a spy by a foreign power, like journalists, embassy personnel, tourists?)then go ahead, hang a few.
