I am not sure if a country in plain middle of a world war keeping its novel weapon development program secret is the best analogy to Iran in the year 2005.

US kept Manhattan Project secret because there was no such technology before then - NOT the actual weapon which was used shortly after completion.

At this point in history, nukes are not exactly a new technology and Iran has no need to be secretive about its weapons capabilities. If anything, they would exaggerate (a la Iraqien) their power, not belittle it in the eyes of potential hostiles.

By the way, no country can use nuclear weapons at this day and age, knowing that their own country would glow in the dark shortly thereafter in retaliation. Countries use them as deterrent only, and that is only possible when you tell people you have nukes.
