Enforced TOU? How do you do that?

Do you realize that if ANY state legislature or Congress passed the language of the TU into law, they would be thrown out as excessively vague and broad by the first court they hit and no appeal would succeed?

Here, just a small chunk:

Harrassing. If you express an opinion and say any thinking person knows better, is that "harrassing"?
How about a political difference of opinion? A difference about interpretation of a balance sheet? A chart interpretation?

Any thinking person can come up with dozens of examples that in one groups eyes are "harassing" and in another's aren't.
