I actually favor that. Also, I'm not sure how much of that is related to Mr Bush's adventures abroad. It did get the ball rolling, but fundamentally it is supply & demand. Anything significant in the news is often latched onto as having causative effect, but that might not be the case.

Look at company quarterly reports. When the quarter goes well, the CEO claims credit for executing to plan (and usually hints that the plan was a rather good one too, even if he says so himself) while if the quarter went poorly, its always external factors (beyond the CEO's control!) which negatively impacted performance.
