Uncle Cecil is making a point about first cousins. And the rate of generic abnormalities is higher for such issue, but the percentage is fairly low to begin with. Think about it, for most of human history, chances were high you were going to marry someone related to you, because everyone you knew was a relation to some degree.

As he notes,
