Yes it does. But the meaning is generally regarded to be that "all mean are created equal" in the eyes of the law, i.e. the law applies equally to all. Because all mean aren't created equal in a literal sense, that is nonsense...

And the difference between the above and "everyone must be treated equally" is small and more along the lines of splitting hairs.
