Without the US - the author got a few points wrong.

Afghanistan would remain a seventh-century Islamic terrorist haven sending out the minions of Zarqawi and Bin Laden worldwide.

Without a USA, Afghanistan would have sent the minions of Bin Laden into the fragile nations of Arabia in order to overthrow them and rebuild the Musilm nation under one caliph, they would not have sent them out worldwide. They hate Israel, the US only because of its support for Israel and support for the authoritarian regimes in Egypt and Saudi Arabia, and especially the Arabian regimes themselves.

Without a USA, the UN wouldn't be able to afford to listen to them without US funding. Its role would be significantlty lessened without the US.
