Mr. PERKINS talked about his book Confessions of an Economic Hit Man, published by Berrett-Koehler Publishers. The book discussed some of the assignments he was given while working as what he terms an "economic hit man" for the U.S. government. Mr. PERKINS said that since the 1950s the U.S. government has used a form of international loan-sharking to gain leverage over poor countries that it deems to be strategically important. He explained that his role was to get countries to take on loans, via the World Bank and other institutions, in order to finance large engineering projects that are sold on false pretenses and ultimately end up bankrupting those countries. After his presentation he responded to questions from members of the audience.
