If junior makes the tolls high enough and people allow the government to put an identification device in their car so they don't need toll booths it will speed up traffic. Well it will at least make the interstates less congested and just think of the tax cuts for the rich which could be enacted with all that money. It's all part of the "trickle on the public trick" which junior learned from Reagan. Please don't think junior thinks these things up all by himself. He just sits there and when they read him one which sticks it to the middle class he starts smirking and they know that means he approves. It's not a tax. Junior doesn't raise taxes. He merely shifts the burden to more reflect his political views.
