I haven't seen the statute, but the way I thought it was described was that it gave federal courts jurisdiction to review the proceedings, nothing more.

This is something that is very common, when a Constitutional issue or a federal issue is involved you can jump from state court to federal court (concurrent jurisdiction.)

That does not mean that the decision will come down any particular way, as the federal judiciary is independent.
