The one or four free years of college is a bit of an exaggeration.

The stipend was a fixed dollar amount monthly. In the 60's and 70's I used it to go to night school. It reimbursed tuition and books not to exceed a specific dollar amount. Ditto when I bootstrapped for a year. Those not on active duty got a fixed dollar amount. It was usually enough for tuition and books and maybe some left over, especially if you bought used books.

The numbers of students in the late 40s and 50s may also seem high compared to today, till you realize we had 16 million men on duty at the same time for WWII.
