What he has been saying in public is that she made him promise that if something like that ever happened to her, he would see that she was taken off life support, she didn't want to live on as a vegetable. But when he tried to do that, her parents moved to block him. So poor Terry has been a football ever since.

Note: I don't know the guy at all. Maybe he is holding out for more money, I can't say. But turning down the $10 million seems to indicate he is sincere...
