The problem is human to human transmission which has been of greatest concern in Thai Binh. There have been several clusters there including transmission to two health care workers (officially its one health care worker). These transmissions have been between the last half of February and now.

Vietnam has said that Thai Binh has been H5N1 free since February 5. In fact they state that H5N1 was first detected there at the end of January and their report to OIE shows less than 1 thousand ducks of chickens infected in Thai Binh.

However there have been three widely described clusters there this year, all beginning when Thai Binh was H5N1 free.

Those reports are to make you feel good (but the virus doesn't read press releases).
