Frankly, most of foreign people aren't going to be offended by a conscious subversion on your part to say "Merry Christmas". Whatever. They're guests here and don't expect you to do anything out of the ordinary for them... As someone who worked out of the country, I made a point to be informed about local holidays, but it is easy to be feeling "outside" of the culture. For other Americans, though, you have to know in your mind at some level that some of the people you say this to will have no particular interest in Christ or his Mass.
