It's not what fraction of total, but the fraction that determine oversupply or shortage. The current pricing is highly speculated based on that "small fraction". Amazing, don't you think?

Maybe Iraq's low oil prodn is a mixed blessing and they'll be able to use the oil for later skirmishes. I wonder if, at the same time, other Asian nations(seeing the tension between Taiwan/China and from N.Korea) are busy stockpiling?

That could be the reason behind the price. Imagine if you were a hedge fund manager and you knew China had decided to stockpile 60 days oil in 2005 because their buyer told you?
