The local confinement hostel? That sounds downright elegant! It is like a half-way house? The amount of cigarette smuggling going on had not occurred to me. As the authorities say, though, they would rather be dealing with that problem than drug smuggling. It does seem like the state should pay for stop smoking programs and nicotine patches and prescription drug treatments so people could actually stop smoking. I bet they all would feel a lot healthier. Of course, some people in prison, especially inmates with life terms, may have very ambivalent feelings about increasing their life expectancy by stopping smoking!
