Ali, If all your scenarios are "supposed", please do not assume that other people are making things up. I simply told you what I saw myself, the fact that the ER resources were tired by a pretty meaningless service, in strong contrast with your "supposed" idealistic "efficiency". I think you are missing his point. You can have 100 snow plows or 1. When it snows, you will have the whole city under the snow, with single one snow plow working for a week, but it will be a lot more efficient use of 100 snow plows, with 100x money spent, and you get your twice per year snow storm cleaned up in 15 minutes.
