The shortest way to achieve that will be "false-flag terrorism": allegedly Islamic terrorist strikes against France, Germany,... perpetrated by US and Israeli agents in cahoots with their closet European allies. Sure, that's the technique. But how many times can they get away with it? How many dastardly acts can the US of I perform in order to incriminate the Muslims, or whoever? It's my opinion that, much as the Europeans, certainly West Europeans, dislike Muslims they abhor the administrations of W and Ariel Sharon. I'm sure most were not convinced, as the Americans were, that 9/11 was a terrorist act by committed by Islamic jihadists. Likewise 3/11 in Madrid. And I don't believe they will be easy to convince the next time either. In fact, another "false-flag" terrorist operation in a big European city could easily backfire and harden attitudes against the US of I further.
