Yes, sanctions were crumbling because other countries did not see Iraq as a threat and wanted to get on with their business.

Yes, they did not see Iraq as a threat to them, confident that on the day there was a threat, Uncle Sam would handle it. So they broke the sanctions while letting America keep Saddam in his 'box'. Lots of short-term profit in that direction. Europe is far too used to being a free rider on American protection.
