Those are true (high gas price is also a reason), but many people still want to buy cars, if nothing else, just for out of town travel. What the gov. can do is to restrict the registration, and that is what Shanghai city gov. has been doing. They limits the number of registration to be sold each year. But this has not been done in other cities yet.

Some scholars are suggesting it, but nothing in practice.

BTW, I read that 60% of US cars and 50% of European cars sold in China do not meet the new/stricter clean air standard China put into effect from this July (another new set stricter standard will be in effect in 2008). The Chinese gov. has not mentioned what are they going to do with the cars which do not meet the standard yet. This has the potential to hurt their car sale too.
