I am afraid that it is someone else who is missing the point.
And the point is that the human health emergency is somewhat
different from weather, and therefore the criteria of
efficiency must have some correcting factor. IMO.

Not really. Efficiency isn't very different. What is different is the relative importance of efficiency vs. other criteria.
