I doubt if it is far from certain. Between the people employed and the tax base, there is a lot of weight. In addition, there is the national security issue of putting a substantial fraction of refining in foreign hands...

And yeah, the above statement is correct, assuming the infrastructure is built and the investments are made. Oil companies are trying to diversify out of total dependence on oil. They are going to be reluctant to drop tens of billions of dollars on creating a whole new infrastructure. But who know? It could happen...
