From simulation without policy changes to reduce US oil consumption, US oil consumption could be around 27.12 Million Barrels Per Day by 2020.
In 2002, the US imported 11.44 million barrels per day of oil.]
In 2020, without policy changes the US could import about 18.84 million barrels per day.
Opening part of the Nation Wildlife Refuge this year would reduce imports to about 17.16 million barrels per day. This would reduce the need for foreign (including OPEC) oil by 1.68 million barrels per day. I'd have to say that opening part of the National Wildlife Refuge is a positive step but doesn't reduce consumption.
