Interesting point but if refinery capacity becomes a big enough problem in the US the profit potential will just be too large to prevent either refineries finally being built in the US or more importation of gasoline (we already import some).

Based on what?

Formulations differ based on temperature and air pressure in the target markets. The warmer and/or higher in altitude, the less short chain volatiles go in the mix. This keeps the gasoline from evaporating as quickly and ensures that the it get volatilized properly so that the engine runs evenly. If the weather is cold, you want a higher proportion of volatiles so that the car can actually be started.

In addition, there are the blends targeted for metropolitan areas to keep ozone formation down.
