"Tariffs against importing gasoline would bring out a harsh response. "

When have you ever seen a tariff bring a harsh response from anyone but our trading partners? Tariffs usually bring the price of the import up to the typical price of the domestically produced product. So the consumer doesn't see a sudden jump in prices, they see things the same as always. So there isn't anything for them to get upset about.

I personally don't care for tariffs, but they are a fact of life.
