There does seem to be a recurring theme in history -- it's a vast minority of the population that is compelled to vaccuum power and wealthy, and eventually, either they or their descendents get their heads lopped off. While their power grows, they figure they can outsmart those that would overthrow them. This time, you have gated communities, biometric scanners, chip implants, RFID, GPS tracking cell phones, soon all autos, new RFID passports, national ID, all non-encrypted e-mail and most phone conversations scanned, and the most advanced military ever. Who says people never learn from history?
