Well I do seem to remember W and the neocons snubbing their noses at conservation schemes and increasing depreciation for biz that got gas guzzelers. Did it make a difference - it sure didn't help. Then there is the great Iraqi adventure which frightened the markets re the oil supply. And that guy in Venezuela who we made sure to alienate.
